No page template attributes in add page option

Please not tell me anyone how to add new page and use page attributes on the right side of the add new page panel. I have no page attributes function to speak of, hence no sales page, no contact page templates to choose etc. Any advice on this excepting what I have re-interated the first sentence would be exceptional.:(
